then I think to get a Philips VOIP8411B/37 Skype cordless phone. I want to use Internet cafes or hot spots. I see that it comes with a base type.
the question is do I have to plug anything into a computer as a USB dongle for this to work or can I just simply walk into a wifi spot and make free international calls to a Skype user? I really want one if it works. if it is clear and easy to use and I can walk into a wifi spot and take a call, then I will. if the technology is not there ... I do not want to buy. also can you explain what this new technology called DECT technology do?

I do not think that is the model you want.
Not all phones are VoIP Wi-Fi.

The base is to charge the phone and connect to a landline. It's so that you can use with your existing analog phone line. It also connects to your router. You may not need to use a CPU, but you'll need an Internet connection at the base station. I do not have this particular model, but I think it would be the same.

If you use Skype to check their website for mobile Wi-Fi would be a good place to start.
