I am starting a small business with three employees. I wonder if it would be better to have a VoIP system or actually put in phone lines with phone system. I will work in the office and my home at times while others will be in office for most.

If you're starting from square one I suggest you go with VoIP. There are fewer hardware requirements for a VoIP system. It is easy to have extensions in multiple locations if you want to have people "online" from home for example. It will be cheaper, especially if you make long distance calls, and it is easy to scale the system to any size you need.

VoIP is probably the way forward, but it is essential to obtain a service for SMB users rather than home. They are very different services (see RingCentral). VoIP is not only much cheaper than traditional PSTN route, it should also include an 800 number, fax online, click to call, monitoring the call Outlook integration, ..... If you need a fax line that absolutely must be a phone ...

you only have 4 lines are a small company to have redundant Internet connections (at least two internet services) will be too expensive, so you will be relying on a single Internet connection to keep all your phones work ...
