Can I use a VoIP handset on computers in Internet cafes? If I take a VoIP handset that travel with me, will I be able to use it in internet cafes (Australia, New Zealand)? Is VoIP software (Skype for example) must be installed on the PC already, or will be connecting the USB headset will be enough?

as long as you have access to the modem, it should work.
If you use Skype, then that will be installed on the computer you use. Regarding the helmet, I advise not using a USB headset according to these may require special drivers to install. I would get one that connects to the headset and outputs. They are not too expensive and work very well. If you get the Skype Starter Pack that includes a headset that is. I found it very portable and it works well.
