Can be used with telephone digital voice service that has voice over IP?

Generally, yes, you can use any type of phone.
This is assuming you have an ATA (analog telephone adapter) that accepts the RJ-11 from regular phones. Most of ATA phone adapters accept regular phones.

As already mentioned, you can use a standard phone if you have some kind of adapter.

You can also use a softphone, software that lets you talk with a microphone and speakers on your computer. eg http://www.nch.com.au/talk/index.html

Or you can use a USB phone connected to your computer: http://www.altoedge.com/usbphones/index. ...

These are probably the best solution unless you are setting up a LAN would want more sophisticated and IP phones.
