if you know what I mean please help me. Why would anyone say it like that?

For many years, even though in the 1980s, there were still areas that have no service tone on phone systems. I do not know if it always is, but it is not out of question.

Or maybe they are the same models that are shipped overseas to countries still on the pulse dialing systems - it is cheaper for the factories to make them all the same, rather than just for your United States and two elsewhere.
