Local Landline Phone Service

To take advantage of VOIP, I need DSL, DSL, but to obtain, it seems that I have to pay for local telephone service. This creates no economic incentive for me to get VOIP. Can I work this in a way that will actually lower my monthly bills by cutting out the local phone charges?
