1: Can I use a mouse on this little laptop?
2: Can I install an analog TV tuner PAL / NTSC to see local channels in my country?
3: Can I use it as a normal laptop?

1. you can use a Bluetooth mouse or a USB mouse. USB is a bit slower because it uses the 1.1 which is old technology.
2. Yes it is possible to watch TV I likn provided below.

3. You can use it as a laptop, but you will have some limitations in the software measurement. it's not very powerful at all and honestly, I do not think it would take more most laptops task can do.

PS You should make sure that the mouse has USB Driver Windows mobile, using a Bluetooth mouse would probably be better.
