You can try running the system recovery: http://windows.microsoft.com/en-US/windo ... If this does not work, try to save all programs, files and settings and do a reinstall Windows 7.
To prevent this from happening in the future, be sure to create and work on a standard account rather than the administrator account. This ensures that you do not accidentally delete files that are necessary for your computer to operate.
