Is there such a thing as successfully by sending a text message to a VOIP phone service (not a cell phone)? I know someone who has a VOIP phone service at home and want to receive text messages sent to some of them, get them by e-mail rather than their cell phone. Has anyone ever heard of this idea or if it could be done?
Yes, it is called "Text-line to ground (regardless of whether the number you are trying to push the text of VoIP it will still work.) I know that Sprint does, so do others.

Because DECT 6 phones are digital, SMS began to show up in the list of features of these phones in Europe. But North America seems to be behind the times with the implementations of the new DECT 6. I expect that to start becoming a conventional option on land DECT 6 phones and VoIP phones in North America in the near future ...

The text service above the voice is not what you ask. With this service, the text is converted to voice mail - which is not the same as receiveing a text message as text dirctly on the phone. As I said, in Europe this functionality is implemented directly in the DECT phones ...
