Google Android Apps

I am interested in developing Android Google Apps and I am from India, but in google I learned that in India, Android applications, applications can not be sold or used? What do I do now?

Many applications are free and Andriod software system based Andriod is open source (Linux kernel) so that applications can be developed freely.
