Cheap Mobile Phone Plans

I'm in England, the Netherlands, Germany, Austria, Italy and Czech Republic. I want to get a cell phone for months I'm here instead of buying phone cards etc.. Do you know of any companys or plans that offer this to strangers? A pay as you go type would be great. Thank you!
