Is there telephone service at home there that is cheap and allows a limited number of calls? I'm not low enough income to benefit from these services, but I do not need unlimited calls for $ 30. I just want a service that allows me to make calls like 3 outside one day and receive incoming calls. There there?
If you have a computer at home, why do not you MagicJack.com ....!

Do you have Internet service at home now? you can try Vonage VoIP. they have low prices.
AT & T has a basic telephone line to $ 5.70 per month were outgoing minutes are always measured (no free local calling) and you get an allowance of approximately $ 5 calls. more than you pay.
Internet Phone is also a great option. See if you can find a neighbor Nice willing to let you use part of its bandwidth and use Skype.
It depends on where you live. AT & T has an online service where you pay measured charges online (varies by industry about $ 5 +) + taxes and you can use it on a per call basis. not charged for incoming calls, outgoing calls, but varies depending on the status of 2C-6c per call (not per minute) you can call or go to att.com 1877uaskatt to place an order for phone service. if you do online, your installation costs will be deleted! If you decide to go with AT & T, use referral code mp4341
basic service tone, where you pay for each call you make is the cheapest, as long as you actually use the phone for outgoing calls a lot ... Most resellers or CLECs or will not provide this service, so you do not have to go to Verizon, or whatever the phone company owns the lines in your area ...
Life Line service is available for those who have certain criteria of income, people on public assistance, people in the army, and people with an internal need for phone service ... it is the cheapest available service for fixed lines, but is almost "no frills"
SKYPE is ideal for people who frequently use the phone .. ensure there are at skype.com for current prices for SkypeIn and SkypeOut ... (Broadband internet required)
We have the budget plan from Verizon. Its about $ 12 base and we have added Caller ID for another $ 5. You can receive unlimited incoming calls and are limited on the number of outgoing calls. But if you go to its only 7 cents per call (not minute). The only disadvantage is that your only allowed to call a local # 's which means no cell phones. They are considered toll calls that you run up to 10 cents per minute. We both have cell phones and really need the home phone for emergency purposes so that its worth it.
btw ... it was like pulling teeth to get the service representative customer even admit there was such a plan. They are still trying to talk to us and without him if we ever need to call and when we moved recently, they charged us 40 dollars and said that if we returned to the unlimited plan they waive the transfer fee.
